This was not Caesar as title suggested but Vigenere code, a troll I guess...
With some frequency analysis and bruteforce we found:

remporte cette epreuve grace au flag ecw accolade ouvrante d huit c trois un cinq cinq c huit six a six eef un huit db huit quatre cinq trois un sept b huit b cinq a sept deux accolade fermante. les chiffres et caracteres speciaux ont ete remplaces par leur nom textuel.. - That gave us the flag:
